(1) Chairman’s Address:
The Vice-chair Merfyn Thomas opened the meeting and welcomed the 175 to 200 residents in attendance. A register of those attending the meeting had been taken.
(2) Record of meeting:
The Association treasurer gave a presentation on the Association’s sub committee work to date and how they considered the potential development as excessive and not in line with what the village needed to accommodate those residents of the County who are in need of a home.
As part of this there was also a drone film of the extent of the land to be developed so everyone could have a complete understanding of the size.
The Treasurer introduced James Harland, the Strategic Planning Policy Manager of the County Council. He addressed the meeting.
He gave an overview of the Replacement Local Development Plan and the fact that now it is on deposit it is at the beginning of its journey not the end. It will be at least 12 months before the final draft is ready for inspection by the Welsh Government Planning Inspectorate.
The next stage is a round of public consultations which will include Old Colwyn when all the Plan plus additional documents will be available including the traffic surveys. James told us the Old Colwyn one will probably be on the 13th October, not sure yet of the location. At this stage residents should write in with their objections which should be on planning grounds. He reiterated that all documents will be there for inspection.
There then followed questions from the floor to James ranging from closing Holyrood Avenue and the chaos this will cause to issues on drainage, sewage, traffic management, active travel and the Welsh language. It was also mentioned about the fact the RLDP didn’t follow Welsh Government policy.
Basically, James’s response was – ‘please attend the public consultation and put your feelings and issues down in writing. All objections have to be considered by the Council and the Plan amended if necessary.’
