All present signed the attendance sheet.
(5) Treasurer’s Report:

(6) Peulwys Sub-Committee:
No further meeting since our May meeting. A recent development is that 50 acres of ‘Prime Agricultural Land’ at Llety Du, Dolwen Road is to be sold by auction by J. Bradbourne Price, Estate Agents on 11.7.24. at Mold. Described as productive land conveniently situated on the outskirts of Old Colwyn, flat, gently sloping with a 25 year clause entitling the vendor to 30% of any subsequent increase in value after sale. With the Council asking for: ‘an uplift’ in land values to encourage sales of land, one wonders if growing vegetables are in mind, or something else perhaps? We understand that Councillors, when voting on planning development issues will be warned against ‘having an interest.’ (does this include resident’s interests) when voting on planning matters. Is the word ‘interest’ being used lawfully here?
(7) Graffiti Project:
Meeting 3 or 4.7.24. with police, artist and local youngsters. Ideas please for Old Colwyn scenes?
(8) Min Y Don Park:
All furniture delivered and in place.
(9) Afon Conwy Weed Clearance:
Weed clearance needed, reported to Council for action.
(10) 25% Waste bin removal economy:
Noted that several public bins had been removed prior to assessment for 25 % reduction of these. Noted that weeds are predominant on roads in many areas.
(11) PLASTIC TURF RUGBY FIELD:
Audit Committee to discuss in near future. Further developments to be reported.
(12) ACTIVE TRAVEL PLANS:
This will affect most businesses in town. It appears that plans are made in response to requests for funding for such ventures and they are obliged to conform to certain criteria, which seems not to take account of local issues. The matter is receiving much attention, and the results will be made known.
(13) POSITION OF LIFEBELTS ON PROM:
Reported to Council.
(14) SUMMER PICNIC:
Trudy distributed poster for this, on 29.6.24. Bowling green toilets will be available.
(15) OLD COLWYN ACTION DAY CLEAN UP:
To be discussed after 29.6.24.
(16) SUPPORT FOR VULNERABLE RE BT CHANGES:
Forum on agenda.
(17) ANY OTHER BUSINESS:
(a) Rented council unit at Mochdre:
Building at Mochdre purchased 2014 and since unused because foundations unfit for heavy vehicles/machinery. Explanation required.
(b) Local development funding:
Funding of up to £10,000p is available to help any non statutory organization (charity) which: (i) Combats cost of living problems. (ii) Deals with climate change. (iii) Promotes digital/community skills or (iv) Provides access to transport.
Match funding will be required. This is brought forward under the government ‘Levelling Up’ initiative. This would not be within the competency of O.C.R.A. to undertake. Do you know of any organization which might benefit?
(c) Defibrillator:
Enquiries have been made to the Council with a view to install the defibrillator in our possession on the lamp standard near the fishing pier. The site has been visited by the ambulance service who say our machine is suitable for weather conditions expected there if maintained by the guardian, (to be appointed) correctly. We have our Town Councillors, Gail, Sandra, Jason and Bob (dcd.) to thank for donating proportions of their allowances to achieve our current three defibrillators.
Discussion took place on the defaced 20mph sign at Abergele Road and speed signs at Llysfaen Road. This new limit is currently under review. See (3) above re reporting drivers and action you may take.
See also as explained thoughts of Secretary submitted re 20mph limit.
