(3) Police Report
Carl supplied Cheryl with message from Carl:
- (a) Obtaining help from Youth Justice re involvement in Graffiti Project.
- (b) Resolved to continue to enquire into damage in Queen’s Court area to bus shelter.
- (c) Unsavoury people Llawr Pentre, Red Lion area. Attention to be paid here
- (d) Limit speeding and noisy vehicular and electric scooter misuse.
- (e) Wild Life Officer to safeguard badger at R.L. Davies site, Llysfaen Road.
- (f) Drunk frequenting Baptist Church area. Attention to be paid.
Cllr. Neil has informed us that if on Good Friday our football team win the match, they will have won the league. We are on the crest of a wave and attendees are expected in large numbers that would require parking controls in the area. Cheryl informed us that this was to be attended to by the police.

(4) Treasurer’s Report

Secretary applied for recompense for:
- (a) £41.95 re Land Registry information for brown site enquiries.
- (b) £88.00 Public Indemnity Insurance for our meetings. He had obtained several quotes and this was (by far) the cheapest and covers to a maximum of £1M compensation.
(5) Vacant Plots & Brown Sites
Enquiries made to Conwy County Council asking if they complied with the Regulations of the Town and Country (Brown Sites) Planning Act of 2017 which requires All Councils to maintain and review yearly all brown sites in their area which could be regarded as possible building sites. The answer: This relates to English legislation and we do not hold this information. This is obscure. We have consulted Darren Millar AM who advises that planning matters are devolved to Wales, but that not all taxation powers are.
We find from the Land Registry that the owner of the site at Endsleigh Road is a limited company, not an individual, which has owned the land since 1999 with planning permission and without building a possible 8 dwellings.
Cheryl told us that at last the County Planning Department are beginning to take a serious interest in all brown field sites in the County in an effort to pressurise owners to make full use of such potential sites for building in the spirit of the legislation referred to above. We must maintain pressure here to save our agricultural land being lost at the current alarming rate.

(7) War Memorial
Brian, Merfyn, and Monty, would be attending meetings in the near future to discuss work to renovate our memorial and that of Colwyn Bay. Estimates are already submitted together with reports on their condition which only require cleaning and general minor maintenance. Further developments will be reported.
(8) Minafon Flats
No further news.
(9) Speed Cameras
Cost said to be £4,000 each. Work continuing as in Police Report (3) (d) above.
(10) Graffiti Project
Arrangements are in hand for this to start with local youth involvement.
(11) Solar Lights Wynne Gardens
Work will commence shortly on the installation of 6 strategically placed lights here. Brian was thanked for his work and interest on this project, (along with many others, in an entirely voluntary capacity), even though he is no longer a Councillor. He has been in close contact with Wales and West Housing Association, who are financing the project in recognition to the community for the new buildings at Penmaen Head. Colwyn Bay Town Council have undertaken to maintain the lights.
(12) Fly Tipping Princess & Cefn Road
Better, but continues.
(13) Summer Fair & Christmas Market
Summer Fair will go ahead as planned, as will the Christmas Market as far as is known to date. Meetings continue. Trudy was thanked for keeping everything together as were cllrs. Neil and Sandra for their work in obtaining the £500.00 grant for this.
(14) Min y Don Park Upgrade
No further news to date. However, community interest is being generated here with people also seeking to form a ‘Friends of Fairy Glen Group’. Last Saturday cllr. Sarah Ryder organized a successful litter pick at the park. This is how interest is created in civic matters where none might be otherwise.
(15) Proposed Presentation About Promenade
Speaker apologised as other events have prevented him from attending this time. Cheryl arranged with him to be here for next Open Meeting, 2nd May 2023.
(16) Any Other Business
(a) Social Club
Cllr. Jason asks everyone to be reminded of the meetings of the Social Club who meet each Tuesday between 10:00 and 12.00 at St. John’s Church to socialize. Anyone may attend including youngsters who may feel that they require any form of help or company. Families who are affected in any way by dementia are also welcome. Please inform anyone you may know who would benefit from this social gathering and where they may also find some support.
(b) Roads and Pot Holes
The state of Colwyn’s roads are causing concern in some areas. You are advised to contact council re pot holes etc.
(c) 20mph Zones
No consultation re the intended 20mph limit to be imposed in built up areas. How will this work?
(d) Welsh Government Unspent Money
It is believed that the Senedd has returned as ‘unspent’ £155M to Westminster - see this BBC article
