(1) Meeting Opened
The Chairman opened the meeting at 7:34pm by welcoming the new members and wishing everyone a Happy New Year.

(4) Police Report
Sgt Ball and PCSO Anna Algieri attended and gave an explanation of the demands on policing combined with staff shortages. We have a new Chief Constable and Police Commissioner and plans are being made to enhance the ‘Partnership’ approach to policing with the public. Our Chairman felt that police contact with the public was a vital element of policing especially since the demise of Owl. It was noted that PCSOs, introduced to remedy the problem of visible presence were now also rarely seen in public. Over the years the time taken to process even the least complicated arrestable offence has increased along with the attendant paperwork and the involvement of the Crown Prosecution Service. Colwyn will soon have Carl, an officer dedicated to our area.
Network Rail have agreed to take responsibility for the damaged fencing near cycle path (See Item 4, 6th December 2022)
The officers were thanked by all for their attendance and interest in the membership
(5) Treasurer’s Report
Association - £261.04 War Memorial - £1074.00 Graffiti Project- £320.00 Defibrilator Fund - £679.36
Brian felt that we should transfer our business to the National Westminster Bank since the closure of HSBC. This bank would not charge for services as did HSBC This was agreed by all.
(6) B.I.D.
The two volunteer directors had difficulty in coming to an agreement with the local participating business people in spite of best efforts. Some businesses had ceased to exist. It now seems that the funds will either devolve to the Crown or be returned to the original contributors. This also means that potential match funding will be lost for the Cefn Road plans. Further development to be reported.
(7) Vacant Plots & Brown Sites
Enquiries made to establish if the County Council is complying with the legislation requiring them to monitor such locations.
(8) War Memorial
It is likely that the Town Council will adopt this edifice.
(9) Minafon Flats
No further information to date.
(10) Cycle Path
Police are paying attention to this location as opportunities arise. No further incidents reported.
(11) Speed Camera
Delayed in order to gain further information and possibly other funding source(s).
(12) Dog Fouling
It appears that this problem is down to us, the public.
(13) Graffiti Project
This will now proceed thanks to PACT and public donations.
(14) Dangerous Parking Wynstay/Cadwgan Roads
Now completed apart from the tactile crossing installations.
(15) Solar Lighting Wynn Gardens
In progress.
(16) Lighting Wastage Pier
Passed to Councillor in that ward. Noted that bulbs are low consumption type.
(17) Fly Tipping Princess & Cefn Road
Covert cameras in place here. It seems that the culprits might be local business people who have all been visited by an Environmental Services officer. There are also contributions left at closed charity shops which may be dispersed in bad weather.
(18) Summer Fair & Christmas Market
We need to drum up enthusiasm here. Meeting at 7.30pm, Thursday, 19th January 2023 at Marine Hotel. We need ideas. Your Councillors are working hard on this, let’s help them.
(19) Min Y Don Park Upgrade
Meeting 4th January 2023. Further developments to be reported.

(a) Leet At Fairy Glen
Countryside Officer, Lesley has visited to assess.
(b) Dangerous Road Sign
Member showed picture of triangular road sign which seemed very low and possibly dangerous near Rotary Way. Council to be informed.
(c) Motorcycle Scrambling
An abatement order has been issued to owners of land allowing this in Llanelian because of excessive noise.
